Pollution Prevention and Recycling

Main Services We Offer

  • Financial Assistance – Our Environmental Investment Program (EIP) provides funding for capital investments, research, development and demonstration, and technical assistance projects that produce measurable results in pollution prevention, reuse, and recycling.
  • Eligible applicants include qualified small and medium-sized New York State businesses, non-profit organizations and municipalities on behalf of New York State businesses.

  • Recycling Market Information - Assistance is provided to identify and access recovered material supplies and market outlets for recyclables.

  • The Electronics Reuse and Recycling Markets Information Report was prepared by the Northeast Recycling Council for Empire State Development to help New York State consumers, municipal officials, and businesses locate organizations that recycle or reuse old computers, televisions or other electronic devices.     As required by the "Waste Tire Management and Recycling Act of 2003" the New York State Department of Economic Development, in conjunction with R.W. Beck, are pleased to present the 2005 annual summary report and analysis of the markets and disposition of New York State's waste tires. Click here to download a PDF file of the report.

  • Reuse and Remanufacturing - ESU supports projects that recover and distribute reusable products and that make the recovery and remanufacture of discarded products cost-effective.

  • Recycled Product Procurement – ESU provides information to help identify opportunities to purchase recycled products for use in the public and private sector. Buying recycled products drives the recycling marketplace by creating demand for recovered materials as feedstock to manufacture new products.
  • The Buy Recycled Alliance of New York (BRANY), a program of the New York State Association for Reduction, Reuse and Recycling (NYSAR3), is a business partnership to promote the purchase of recycled-content products. ESU, on behalf of NYSAR3 and the BRANY, compiled the New York State Buy Recycled Products Directory. The Directory is accessible as an Adobe Acrobat PDF file, or it may be ordered directly from NYSAR3 at P.O. Box 3913, Albany N.Y. 12203.     Additional information on government procurement of recycled products may be found on the New York State Office of General Services (OGS) Procurement Services Group’s web site at www.ogs.state.ny.us/purchase/default.asp or the U. S. Environmental Protection Agency’s (EPA) web site for its Comprehensive Procurement Guidelines at www.epa.gov/epaoswer/non-hw/procure/index.htm.

    In addition the EPA maintains a clearinghouse of web site information about waste reduction and buying recycled products at www.epa.gov/wastewise.

  • Technology Transfer – ESU is an information resource for results of projects funded through the Environmental Investment Program. These include projects that assess, develop or demonstrate new technologies and new products for recycling and pollution prevention.

  • The following documents provide summaries of projects we have funded. The summaries are categorized by investment area. Each document contains descriptions of capital projects, technical assistance projects, and research, development and demonstration (RD&D) activity.
