Temporary Commission on the Future of
New York State Power Programs for
Economic Development

The Temporary Commission on the Future of New York State Power Programs for Economic Development was created in the 2006-2007 State Budget.  The Commission was charged with examining the effectiveness of the Power for Jobs and other State power programs and making recommendations to the Governor and State Legislature on how best to provide low-cost electricity to energize the economy of the Empire State.

The Commission was comprised of:

  • Charles Gargano (commission chair), chairman and CEO of ESDC and Commissioner of the New York State Department of Economic Development.
  • Gavin J. Donohue, president and CEO, Independent Power Producers of New York State.
  • Mark E. Hamister, chairman and CEO, The Hamister Group Inc., Hamister Hospitality Group, LLC and Heather Heights Group.
  • Gil Quiniones, senior vice president, New York City Economic Development Corporation and chair of the Mayor’s Task Force on Energy.
  • Michael J. Sopp, general manager, Anchor Glass Container Corporation, Elmira; board member of Southern Tier Economic Growth.
  • John B. Johnson, chairman and CEO of Johnson Newspaper Corp., and editor and co-publisher of the Watertown Daily Times.
  • Kelly A. Brannen, managing director, Niacet Corporation of Niagara Falls. Co-Chairman of Power for Economic Prosperity and former chairman of the Niagara USA Chamber of Commerce.
  • Paul Tonko, Assemblyman, 105th District; chair of the Assembly Energy Committee; member of the Assembly committees on Agriculture, Education, and Transportation.
  • Mitchell H. Pally, Partner, Weber Law Group; Suffolk County representative to the Metropolitan Transportation Board (MTA); chair of the Suffolk County Electrical Agency; Former vice president of government affairs, Long Island Association
  • David J. Valesky, Senator, 49th District; Ranking minority member of the Senate Standing Committee on Agriculture and the Senate Standing Committee on Environmental Conservation; Member of the Senate Standing Committees on Energy and Telecommunications; Higher Education; Local Government; Tourism, Recreation & Sports Development; and Transportation.
