Fast Track Applications
Certifying your firm with New York State just got easier!
Empire State Development has three Fast Track
Applications you may use if your firm is currently certified
and meets the criteria listed below. Your firm may be able
to utilize one of our short form applications if your firm
is currently certified by one of our recognized
certification partners as an MBE, WBE, MWBE, DBE or is part
of the Federal 8(a) Business Development Program.
Below you will find details
about each Fast Track Process and the forms you will need to
submit to apply for New York State MWBE certification. If
you find you do not meet the requirements of the Fast Track
Processes outlined below, you will need to complete the
standard
application.
All
applications must be signed, notarized and include all
required supporting documents.
First, For New York
State-based MBE, WBE or MWBE Certified Firms
If a firm is based
in New York State
and is currently certified as an MBE, WBE or MWBE by one of
the entities listed below, it may be eligible to complete
the MWBE Fast Track Application in this section:

Forms to complete:

Attachment B Personal Net Worth Worksheet * Use Attachment B to determine your personal net worth, you will find detailed instructions below.
What to provide:

MWBE Certification Affidavit and Fast Track Application, signed and notarized

Copy of application submitted to the above entity for which you are currently certified
-
Attachment A Personal Net Worth Affidavit, signed and notarized

Attachment B Personal Net Worth Worksheet

Copy of the letter from the certification entity showing you are currently certified
Important:
In order to
qualify
for this Fast Track process, you
must have at least three months remaining on your current
certification. If you do not have three months remaining
before the expiration date of your certification, you will
need to complete the
standard
application.
Second, For Disadvantaged Business Enterprise
(DBE) Firms
If a firm is currently certified as a Disadvantaged
Business Enterprise (DBE) from anywhere in the country, and
the firm meets the criteria in Article 15-A of the Executive
Law, you may use the Fast Track Application and Release of
Information forms in this section.

One of the following Release of Information Forms

Use the New York State DBE Certified Release of Information Form if your firm is certified by one of the following agencies:
Metropolitan Transit Authority (MTA)
New York State Department of Transportation (DOT)
Niagara Frontier Transportation Authority (NFTA)
The Port Authority of New York & New Jersey (PANYNJ)

Use the Non-New York State DBE Certified Release of Information Form if your firm is certified as a DBE by an agency outside of NYS.
What to provide:
ALL APPLICANTS

Signed and notarized DBE Certification Affidavit and Fast Track Application

Copy of the application originally submitted to the certifying entity

Copy of letter showing firm is currently DBE certified
-
Proof of United States citizenship or Permanent Resident Alien Status
MBE APPLICANTS
- Proof of minority status as
described in the definition of MBE under Article 15-A (copy of passport, birth certificate, or any other
government issued document)
WBE APPLICANTS
-
Proof of gender (any government-issued identification)
OUT-OF-STATE APPLICANTS
- Certificate of Authority to
do business in New York State*
Third, For Federal 8(a) Business Development
Program Firms
If a firm is currently certified as a Disadvantaged
Business Enterprise (DBE) or is currently part of the
Federal 8(a) program from anywhere in the country, and the
firm meets the criteria in Article 15-A of the Executive
Law, you may use the Fast Track Application and Release of
Information forms in this section.

MBE APPLICANTS
- Proof of minority status as
described in the definition of MBE under Article 15-A (copy
of passport, birth certificate, or any other government
issued document)
- Proof of gender (any
government-issued identification
OUT-OF-STATE APPLICANTS
- Certificate of Authority to
do business in New York State*
IMPORTANT
In
order to qualify for this fast track process you must have
at least 3 months remaining on your current certification.
If you do not have three months remaining before the
expiration date of your certification, you will need to
complete the
standard application.
* For all out of
state firms, your firm must have
Authority to do Business in New York State before
submitting the application for certification.
