Home to more than 1000 foreign-owned operations, New York State leads the nation in foreign direct investment and represents overseas interests in almost every industry.  This includes finance and banking, retail, business services, transportation, distribution, and manufacturing.  

New York offers businesses and residents a superior infrastructure that enhances their quality of life and economic well being.  Its Northeast crossroads location and shared border with Canada make it an ideal location to base a business.  The State has over 500 airports and landing facilities; direct flights to over 150 cities worldwide; thousands of miles of rivers and 33 deep-river ports; ready access to the Great Lakes, St. Lawrence Seaway and the world's oceans; and 112,000 miles of roadways. 

The Empire State has more than 2,300 miles of interstate and expressway miles – the third highest total in the nation.  Perhaps more surprising is the fact that New York has more rural interstate mileage than 35 other states.  As a result, New York’s highway network provides easy access from each of the state’s metropolitan centers to Canada and the Southeast, as well as New England and the Midwest.  By rail, New York is served by the Norfolk Southern and CSX companies, along with a number of smaller regional carriers. Port facilities are located in New York City, as well as Albany, Buffalo, Ogdensburg, and Oswego. 

Distinguished by a highly skilled workforce, the Empire State is recognized internationally for its superior education system and dedication to research and development. With a strong focus on high technology, New York State is pioneering such disciplines as Nanoelectronics that will radically transform and advance our standard of living in the 21st century.  Working closely with Empire State Development, New York has invested heavily in the research and development of futuristic sciences and launched many incentive-driven business development initiatives. 

A magnet for investors from around the world, New York State is known for a business-friendly atmosphere that dates back more than a century when the first foreign business opened in New York City’s downtown.  Today New York houses pockets of specialized technology throughout the State through the Centers of Excellence network, a $1 billion partnership of academia, business and government to stimulate research and the rapid commercialization of scientific breakthroughs.   

The established Centers are Bioinformatics in Buffalo, Environmental Systems in Syracuse, Photonics in Rochester, Nanoelectronics in Albany, and Wireless Internet and Information Technology in Long Island.   In the initial development stage are Centers focused on Biotechnology in West Chester and Medical Research and Biotechnology in New York City. 

Underscoring New York’s new status as a high technology leader, the State was chosen as the future base for International SEMATECH North, a global consortium of 12 prominent computer chip manufacturers.  The group will locate its next generation computer chip research and development center at New York’s Center of Excellence in Nanoelectronics at Albany.  

The magnitude of the project is reflected in the makeup of the consortium partners who come from around the world.  They include IBM, Intel, Motorola, Hewlett-Packard, Texas Instruments, Advanced Micro Devices, Philips, Hynix and TSMC.  

Tokyo Electron Limited (TEL) is establishing a $300 million research and development facility at the Albany Center of Excellence.  The world’s second largest manufacturer of semiconductor manufacturing tools with headquarters in Tokyo, TEL will use the facility for advanced tool design and prototyping for future generations of computer chips.

Empire State Development’s International Division administers the State’s foreign investment attraction efforts, working in close coordination with ten regional offices in the State and nine foreign offices in the United Kingdom, Japan, Toronto, Montreal, Israel, Mexico, Brazil, Chile and South Africa. All services and assistance provided are free of charge and business transactions are handled on a highly confidential base.      

 ESD’s comprehensive range of technical assistance includes:

·        Providing demographic, wage, tax and utility cost, labor availability data and other information essential to executing your investment;

·        Access to State and local government incentive programs, including those focused on financing, tax benefits and job training; 

·        Obtaining necessary permits from the State and local government; 

·        Furnishing relevant information on the community in which you plan to invest and introduction to local government officials and business associations; 

·        Project coordination and facilitation through our network of regional and foreign offices;

·        Specialized assistance for investors interested in forming a joint venture or strategic alliance with a private entity or academic institution in New York State; 

·        Access to any New York State assistance program for a newly-established business; 

·        Training assistance to small and large businesses, which includes funding for up to 50% of any training project, training in new technologies, funding for consortia projects, and workforce development liaisons.
