Program Purpose
Empire State Development (ESD) is the duly authorized New York State government entity responsible for economic development efforts supported by federal stimulus resources under the American Recovery and Reinvestment Act (ARRA). As part of this role, the agency is actively providing guidance related to Recovery Zone Bonds, particularly Recovery Zone Facility Bonds.
