Program
Purpose
The Hurricane Irene-Tropical Storm Lee Flood
Mitigation Grant Program
was created to support flood mitigation or flood
control projects in waterways impacted by Hurricane Irene
and Tropical Storm Lee.
Program Highlights
Empire State Development, in consultation
with the
Department
of Environmental Conservation (DEC), will administer
the $9 million Flood Mitigation Grant Program, which will
provide grants from $300,000 up to
$500,000 for eligible counties. Eligible counties can
apply to DEC for a grant for projects within their
boundaries that will reduce potential threats to public and
private infrastructure. Preference will be given to
applicants that demonstrate the greatest need and for
projects that can start work expeditiously and leverage
other federal, state and local funding resources.
Funds can be used for the planning,
design and implementation of eligible projects and cannot be
used for work that is already complete.
Only planning costs for projects that receive funds
for implementation will be considered eligible costs.
This funding is not eligible for Federal Emergency
Management Agency (FEMA) eligible projects.
Eligibility
Counties eligible to apply for a grant
include:
Albany, Bronx, Broome, Chemung, Chenango, Clinton, Columbia,
Delaware, Dutchess, Essex, Franklin, Greene, Hamilton,
Herkimer, Kings, Montgomery, Nassau, New York, Oneida,
Orange, Otsego, Putnam, Queens, Rensselaer, Richmond,
Rockland, Saratoga, Schenectady, Schoharie, Sullivan,
Suffolk, Tioga, Tompkins, Ulster, Warren, Washington and
Westchester counties.
Eligible projects include:

Stream debris removal

Gravel removal in or directly around bridges and culverts

Stream bank stabilization and restoration

Culvert replacement

Applications are being accepted on a
rolling basis starting January 20, 2012 and must be
submitted to DEC by April 11, 2012. The New York
State Department of Environmental Conservation and Empire
State Development will review grant applications.
