The Division of Finance and Administration oversees all financial and administrative aspects of ESDC DED, its subsidiaries, JDA, and LDCs. The Chief Financial and Administrative Officer manages and directs Treasury, Controller, Portfolio Management, Contract Administration & Subsidiary Finance, Loans & Grants, Real Estate & Project Finance, MIS, Human Resources & Training, and Administration departments.

Judith leads the Business Development Department, which provides oversight, strategic direction and outreach to key industry clusters and large, important employers statewide with the goal of identifying and maximizing opportunities for job creation and retention. Business Development, which includes the Strategic Business Division, works closely with other origination departments including ESD’s Regional Offices and International Division and with external economic development partners to achieve these goals, often acting as team leaders to assemble and coordinate comprehensive assistance packages. The Department also acts as a “swat team” managing critical initiatives and special projects at the direction of ESD management. Business Development's New York City office also oversees several Lower Manhattan incentive programs in consultation with LMDC.
